Location Summary

Positive Findings:
 Compared to the national average, properties in the Portland MSA were less likely to have water leaks from outside, sewage disposal breakdowns, and incomplete plumbing and kitchen facilities. Central city homes had fewer problems with evidence of mice, sewage disposal breakdowns, room heaters without a flue, and incomplete kitchen facilities. Areas outside the central city had fewer water leaks from outside, sewage disposal breakdowns, incomplete kitchen facilities. Rental units were less likely to have holes in floors, signs of mice, sewage disposal breakdowns, incomplete plumbing and kitchen facilities, and exposed wiring. Owner-occupied homes were less likely to lack kitchen facilities and experience problems with water leaks from outside and water supply stoppage.

Areas for Improvement: Compared to the national average, the Portland metro area had more window and foundation problems. Rats were more of a problem in the central city. Outside the central city, room heaters without a flue, heating equipment failure, and siding, window, and foundation problems were more common than than the national average. Owner-occupied units were more likely to have signs of mice, heating equipment breakdowns, room heaters without a flue, and window and foundation problems.

Community Information: The Portland MSA is comprised of Clackamas, Columbia, Multnomah, Yamhill, and Washington counties, Oregon, and Clark County, Washington. In 2011, the MSA included 465,943 occupied dwelling units, 26.0% of which were located in the central city of Portland. The housing stock of the MSA is average for age, and the central city is among the least heavily rental of the cities surveyed. The percentage of pre-1940 homes ranked 24th for both the MSA (12.1%) and the central city (31.4%). The median house age in the Portland MSA was 1977. The percentage of rental units ranked 22nd (36.2%) for the MSA and 6th (42.5%) for the central city. Compared to other locations, Portland had a lower poverty rate. Its poverty rate ranked 9th (10.3%) for the entire MSA and 2nd (10.5%) for homes in the central city.
